Who is the Superior of the Secular Order within a particular territory?
The Provincial Superior/Vicar, usually aided by the Provincial Delegate, is the Superior of the Secular Order within his territory and he is responsible for the well-being of the Secular Order within the territory of his jurisdiction. He is to make visitations of the communities in his jurisdiction and, after consultation with the Council, appoint a Spiritual Assistant for the communities.
